Purpose of the Course: Disciplinary proceedings lay down the procedure that is required to be followed by the competent authorities for the purpose of establishing the truth or otherwise of an allegation of misconduct leveled against a Government servant, and in the event of the Government servant being held guilty of the charge, to impose on him a prescribed penalty, in strict conformity with the provisions of the APCS (CCA) Rules, 1991 applicable to him.  Learning Objectives: Upon completion of the course, participants will be able to accomplish the following: AAI Conduct Rules & implications of Misconduct Constitutional Provisions- Article 309, 310 & 311 of constitution of India Preliminary investigation & Drafting of Charge sheet Handling of Complaints Conducting Inquiry and Flow Chart of Disciplinary Proceedings Role of Inquiry Officer, Presenting Officer & Defence Writing of Inquiry Report Evaluation of Evidence Action on Inquiry Report Financial Effects of Penalties Doubts & Clarifications Handling Appeal & Review Petitions Impact of Penalties, Sealed Cover Procedure in Promotion case studies Suspension and its implications Target Population: Executives from all disciplines (E-3 and above)
